Don't assume anything when it comes to TIGER.


Anyway, Cook County was defined in 1874 to include the water to the 
state line: http://books.google.com/books?id=juwkAAAAYAAJ&pg=PA116 and 
https://www.revisor.mn.gov/statutes/?id=2.01&year=2011 says that it 
hasn't been amended since then.
