I think I figured out why the bot will touch so many roads even in
areas where the previous name expansion bot has already run.
Turns out, the original TIGER import put two adjacent spaces into some
names. It looks like specifically whenever there was a directional
suffix in the name there ended up being two spaces between the base
name and the suffix. I think there may be some other cases too.
See this road in Colorado for an example:

There are two spaces between 45 and South which the bot is going to
eliminate. Note that web browsers have a nasty tendency to hide
multiple adjacent spaces, even when viewing unstyled XML. You may have
to "view source" to see it.
The original name expansion bot did not fix these but since this bot
is composing the name from the ground up using the other tiger tags it
is eliminating it. While strictly speaking this is not an "expansion"
of the name, I think this is still an improvement in the data.
