A lot of what ungood mapper blars did seems to be adding nodes to 
improve geometry and removing tiger:reviewed tags (e.g. 
http://osm.mapki.com/history/way.php?id=13437497). While the former 
requires detailed examination, I should be able to fix the latter by 
restoring those tags on TIGER ways touched by blars. Does this sound 
reasonable?
