It's not clear, but 
http://wiki.openstreetmap.org/wiki/Open_Data_License/Backup_Plan seems 
to indicate that it won't be a normal reversible delete/revert, but that 
any ungood versions will be entirely removed from the database 
("hidden/deleted").
