I am the one who was working on the tagging turning circles web page.

I had not heard of the noexit=yes tag when I was working on this a
couple of years ago but I did wish for some way to keep track of
dead ends that really are just a simple end instead of an untagged
turning circle or a mistakenly missing intersection. I was
planning to just keep track of them on my own outside OSM so I
could stop asking people about that road end after a few had
identified it as a simple dead end.
I still think it would be great for us to have something like the
prototype but I had difficulty getting better imagery to load in
my web page and it needs more back-end support for doing something
with the information that users provide.
