Perhaps junction=traffic_circle or junction=rotary (or "gyratory,"
which is sometimes used in the UK for similar non-roundabout rotary
intersections, like at Shepard's Bush in west London) would be more
appropriate for circular intersections that do not obey the "internal
traffic has priority" rule, especially since they are signed
differently in many (all?) states.
Besides which, the current edit of
http://wiki.openstreetmap.org/wiki/Tag:junction%3Droundabout is yours,
so obviously you haven't been banned from editing the wiki and Imagic
hasn't imposed his will on that page.
