  Notwithstanding the Military page in the wiki which states "exercise
  caution and know your rights related to mapping military facilities,"
  I do wonder whether we may want to extend some of the "military=*"
  tags (airfield, barracks, bunker, range...) to include these
  areas. Maybe "military=research_facility" with this rendering into a
  concomitant red-hatched area in mapnik/standard?

Rereading your note, I think there are different kinds of facilities,
and the landuse=military tag may make sense when the facility feels like
a military base (vs the office-like facility I mentioned).  I haven't
been to LLNL, but I wouldn't be surprised by big fences and armed
guards.  On the other hand, I think it's a DOE lab,

There are also research labs operated by the services (Army, Air Force,
Navy each have them).

On the third hand, there are lots of defense contractors, doing research
and building things like airplanes and ground vehicles.  Calling that
landuse=military seems like a stretch, and the FFRDCs are not really so
different, so I think FFRDCs and for-profit defense contractors should
get treated similarly.
