I, too, am interested in this question. I have such a facility in
my neighbourhood, for which I have official cadastral data.
I asked on IRC about it, and was quite brusquely rebuffed with,
essentially, "barrier=fence is the only way to map it." (When I
pointed out that the fence doesn't necessary follow the property
line, the gist of the reply was, "we don't do cadastral data."
I came to the conclusion that "the OSM community isn't interested
in mapping such things" and kept the data to myself.
It's important to note that in my particular case, it would be
inordinately difficult to get the boundaries by grass-roots
surveying in the field - which is apparently the only way that OSM
mappers are really supposed to work. (Much of the boundary is wooded,
so aerial photographs - which on many sources are blurred anyway -
are pretty worthless.) If I were to go walking the fence with
a GPS, in the best case, I'd be chased off by security forces
and in the worst case, I'd be disappeared. Which is why I'd like my
local map to tell me, "forbidden, keep out".
