[Talk-us] TIGER expansion bot last call

As per the discussion earlier this week, we had the TIGER bot
expansion code review last with no concerns expressed about the
expansion code (we mostly discussed what would happen post-bot run).

This is a last call for refinement of the bot before it runs.

Folks are encouraged to test the code out and submit patches if they find bugs.

If I don't hear any major bug reports, I'll begin the expansion next
Friday (December 6th) and it will run until the expansions are
completed (I estimate about a week or two). This will begin with the
continental US and then Alaska and Hawaii will come afterwards.
