Likely? No. Especially because you are on the OUTside of such a
fence, the TSA have no jurisdiction to perform such interrogation,
unless you give it to them by relinquishing fourth and fifth
amendment rights. Saying "Am I trespassing?" or "Am I being
detained?" should be sufficient to (properly) shoo them away.
Live not in fear or being cowed into begging permission, but in being
properly educated. The TSA are our employees, not our masters.
