[Talk-us] TIGER Expansion Bot Complete

The west was already mostly expanded by an earlier bot so Serge's bot
didn't do nearly as much west of the Mississippi. I made a map that looks
very similar back in 2011 of all the "Main Street" vs "Main St" in the
database:

I think out west the new bot was mostly fixing a bug in the original TIGER
import that put two spaces next to each other on certain types of roads.
