Depends on the nature of the estimation.  One could also leave a
note="estimated building position from ground survey with poor GPS
reception" or a changeset comment, etc.

I guess FIXME shows up in some QA tools, so that's nice, but for some
things using a FIXME is a bit "shout-y". :-)
