Two quick ideas for a workaround to the color/contrast problem.  Obviously
neither are a real solution though.

Adjust the tiger layer transparency and see if that is a bit more usable.
Or
Change a few colors in JOSM

Beyond that, make sure the color changes to the tiger overlay do not create
the same problem in another editor.
