The address ranges in TIGER are purposely munged for privacy reasons.
They are not acceptable for import into OSM for quality reasons. They
only are useful to get to within the nearest block. For example, if a
block consists of addresses 600-622, the TIGER address range might
specify 600-700 for that same block.
However, I believe Nominatim has an option to load and use TIGER
address ranges as a fallback - and that Nominatim running on the OSM
site uses them.
