consider a u-turn on a motorway with a no u-turn sign posted and maybe
an emergency vehicles only sign. you need a no u-turn restriction, but the
connecting segment of road is typically a way with 2 nodes (one node on
each of the motorway ways.) so you 1) split each of the motorway ways
at this node, and set up 2 no u-turn restrictions, with the via element
being the short 2-node way between the motorway ways.
you could use this elsewhere, although i think for your example it's not
really necessary, an only-left-turn restriction where the left leg of Riva
meets West is probably sufficient.
