[Talk-us] Separate relations for each direction of US & State highways.

Paul - I believe we should go with what has been adopted the most -
this has been a leading argument in my thinking about this: the data
dictates and in this case indicates that the member role is the
preferred place for the cardinal directions overall. I don't really
see how the parent / child method makes things easier to handle,
especially in cases where the posted cardinality changes. Also,
'forward' and 'backward' don't really provide any meaningful
information, another argument in favor of putting the cardinal
directions there.
