I don't know of any large sites using it, but this seems to be exactly the
sort of thing that the Open Data Commons' Public Domain Dedication and
License was intended for:

  http://opendatacommons.org/licenses/pddl/

The PDDL extends CC0 to datasets in the same way that the ODbL extends
CC-BY-SA.
