I think neighborhood polygons are a bad idea for OSM, mostly for the
reasons Serge outlines. (I think most administrative area polygons should
not be in OSM, but that's quite another matter.) The fluid spatiality
(erm.. yea) of neighborhoods makes a point feature much more appropriate.
