I check one of Seattle's ferry terminals. service roads connect city
streets to the ferry route. Washington State assigns these routes as
highways with a number. Each of the service roads has an ref (eg. ref: WA
305) associated with the routes. I wonder how this impacts routing? For
example, http://osm.org/go/WIdFBesd9--
