I'll respond in three parts.

I have a copy of an official BNSF subdivision map, and the Springerville 
Subdivision is on it. It is a BNSF line.

If BNSF calls it the Springerville Subdivision, then it is the Springerville 
Subdivision. We don't have a tag denoting whether a line is a subdivision or 
a lead.

I'd tag it with usage=branch. usage=industrial is meant for ports, expansive 
industrial parks, quarries, and the like. A 60-mile line going through 
mostly non-industrial areas does not qualify as an industrial line for the 
purpose of the usage= tag.
