[Talk-us] Tags used for routing

Talk-US was just CCed because the folks here will be more likely to be
familiar with Scout; the message was to routing@ primarily.
I don't want a discussion on tagging because I don't want this to be
about tagging, but about creating a consistent body of information on
how tags are used by important OSM data consumers.
Thanks for pointing out the access restrictions page. I hadn't seen
that one for some time. The link to it is buried in non-information in
the parent page. To my mind, this page should be a sub page of map
features, not of the tags used for routing page, because access
restrictions have broader use than just routing. I will propose to
move on the discussion page there.
