I also agree, but would add - I think Derrick may also be pondering
Wilderness (US designated), where by law no motorized vehicles; although
before the designation a highway=track (traditionally/wiki-described) may
exist - should we just add access=non_motorized , or similar (not looking at
the wiki to see if that's an actual tag).
But, if for say a National Forest has a non_motorized vehicle 'trail', but
is sometimes accessed by official vehicles, then access=restriced or
whatever the correct tag is; should be used and keep it highway=track
=Russ
