We (the Telenav OSM team) have been tagging ramps consistently with
destination= to displace the limited exit_to= on the junction node
(think exit_to:left and exit_to:right mess). The destination= value
would reflect whatever is on the exit sign, and may be supported by
destination:ref if the exit sign would include a route shield, or even
destination:ref:to in cases where the exit sign indicates a connection
to another numbered route further afield
