And probably shouldn't be tagged as a footway at all if it's not skinny
like your front walk.   If it's wide enough two people going opposite
directions on bicycles can still pass without putting their foot down, it's
probably a path.  If it's got lanes, it's a cycleway.  Something
footway-narrow that allows bicycles is more likely to have a speed limit
and one-way restrictions if it's not private...
