IANAL, however, after having looked into this subject before for other
projects, I do believe Washington's open records act is similar to Oregon's
sunshine law (possibly even modeled after it).  As such, in Washington
State, state-sourced data works the same way as federal data in regards to
availability and copyright provisions.  42.56 RCW is the applicable act; my
reading is this applies to all data generated by the state after January 1,
1973 (and found it amusing that records after that time had until June 1,
1990 to become publicly available, with no requirement for newer data to be
added to the public record until June 30, 1990, so in theory, there's a 28
day gap in the record).
