[Talk-us] islands not rendering properly near Troy, NY

The name tag should be moved to the multipolygon or (my preference) removed
as the name is already in the center waterway=river. It's okay for the
outer way to have no tags of its own.

The outer way covers the whole area including the islands, the multipolygon
covers the water area between the islands. Don't put tags on the outer way
unless you mean for them to cover the islands.
