[Talk-us] Suggested tag migration protocol for CPAD data

For those in California who curate (multi)polygons from CPAD (California Protected Area Database), I have created a brief wiki with suggestions:

This is a result of some changeset comments (changeset/78511793) which called out leaving in extraneous CPAD tags (in ALL CAPITAL LETTERS and seemed to annoy some as "foreign tags").

In short, there are eight or nine tags which are useful to logically map to OSM tags (and a table says how), while the others (often sixteen or so) should be deleted.  However, for legacy reasons before this takes effect (now and going forward), please leave alone the tags UNIT_ID (useful as a unique identifier) and ACRES (which acts as a checksum of data between CPAD versions without tedious visual inspection, as this has poor fault-tolerance due to human eyeballs only seeing larger changes).
