It's a good limitation to know about, in any case, so thanks for taking 
the time to explain it.

I did some additional cleanup in changesets 96693450 and 96693615, 
including making the (now consolidated) place POI the "label" of the 
city's boundary relation and moving the "admin_centre" role from the 
place POI to the city's boundary relation. It's my understanding that 
Osmium is OK with the "admin_centre" being a relation, since I've made 
the same change to numerous boundary relations in the past. But if it's 
a problem, then I can fix it pretty easily.
