No, but I was working on much simpler deimport:
https://wiki.openstreetmap.org/wiki/Mechanical_Edits/Mateusz_Konieczny_-_bot_account/remove_objects_that_are_not_existing_according_to_source_of_import_that_added_them

Still, it took plenty of time to do it properly and for years OSM had 
many misleading POIs because import was not done properly.

Though note that it was import from OSM prehistory (2009),
when issues related to imports were not known well.
