[Talk-us] Rail - Usage vs. Service wiki draft

Good evening - another rail question for those interested.

I'm clear myself on the difference between the two subject keys, but always
thought the sparse wiki definition on the two might not be very clear for
newer editors without a strong railroad background.  In the course of
rooting around for work today through an obscure 315 page FRA guide on
railroad accident reporting, I found a nice definition that's a lot clearer
than the OpenRailwayMap/Tagging one-line explanations.

I've thrown together the following rough draft for a new section on my user
page, to be potentially added between the Useful Combination and the Route
Importance sections of OpenRailwayMap/Tagging in North America:
