Grinding through the history a bit, it appears that the forest service
road discussion on
https://wiki.openstreetmap.org/wiki/United_States_roads_tagging has
historically been a couple of different unilateral standards
(proposals?) that haven't been broadly used. Changing it again
probably isn't going to improve tagging consistency much.

More valuable than editing the wiki might be a project to identify the
thousands of roads that have one ref style or another, figure out who
tagged them all, achieve some degree of agreement and then unify the
style (sure, it's an ambitious project). But establishing consistent
tagging directly is going to work a lot better than listing what it is
supposed to be in a wiki that few people keep track of.

I haven't checked recently, but at one point I was responsible for
most of the roads tagged in Michigan (I either tagged them initially
or discussed changing them with the people who did). I'm not going to
spend any time chasing the wiki and if I happen to notice that someone
has changed a few out of the hundreds to some new 'standard', my
inclination is going to be to change them back so that they match the
more immediate surroundings. If someone had a project to make them all
consistent with the rest of the county, I'd think that was great.
