Thanks for asking, Elliott.  Yes, as Kerry says, after his contact with the correct parks district jurisdiction, he sent me details (that OSM couldn't see in any of our licensed satellite imagery) allowing me to properly construct the route in OSM on paved infrastructure.  This allowed USBR 90 in Florida to complete as it actually exists in the real world, or pretty darn close.  On-time and "on budget!"  (Heh, we're all volunteers here, right?!)
