First, thanks for your interest in making OSM better, and for posting to
the official list about your plans.  In general, this sounds like a good
idea.

Regarding the license, this is what I am seeing:
"No person shall sell, give, reproduce, or receive for the purpose of
selling or offering for sale, any portion of the data provided herein...
"

I am not sure that this is compatible with ODbL.
