I wouldn't require a waiver written from a lawyer but I recommend 
caution when it is not clear where in the org chart the email originated 
from. Was it the department head or a temp manning the info mail 
account? I have personally had "ok you can use that data" emails which 
on closer inspection the person writing the email had no right to write. 
For OSM this means that the data would then have to be removed again (we 
can't say "tough luck, you said it's ok to use").
