Interesting question. The first thing that comes to mind is that 
hundreds of school bus routes have been tagged bus=school, mostly in 
Europe, but that doesn't necessarily look any different in a renderer or 
behave any differently in a router.

access=private might keep a public transportation router from 
recommending the route to the general public, but by the same token, it 
would also make the route useless to the university community in these 
same applications.
