Just because a road is unpaved does not make it highway=track
Generally driveways and service roads to facilities which are regularly
visited without the aid of special off road equipment (e.g. ATV, tracked
vehicles) are not tracks in my mind.
Most state and county highways/roads are are not tracks, even if unpaved
Rural public roads which farmers and others use to travel to town, or to
visit other farms are not tracks

Just my 2 cents
