Back in those days, sufficient community consultation could sometimes 
involve two people discussing an import on a wiki talk page. But it 
doesn't even look like that happened; all I can find is a note after the 
fact. [1]

The import is getting more attention now than it apparently did back 
then. Even if it was adequately discussed at the time, the dataset 
hasn't aged well, so a systematic cleanup is well-justified.

Also, the ARC LandPro dataset replaced the USGS landuse/landcover import 
in Metro Atlanta. [2] That happened the very same year as the USGS 
import, demonstrating that a little more upfront discussion probably 
would've resulted in a better import.

If the MapRoulette challenge turns out to be too large for interested 
mappers to efficiently complete, other regional planning commissions may 
maintain similar datasets that can replace the USGS data in new imports 
(fighting fire with fire, as the saying goes).
