Be careful on your assumption for the entire US having tracks just for farm
fields or pastures.

The southwestern united states (california, arizona, new mexico, nevada,
utah, colorado) all have a ton of public land riddled with highway=track
where access is open.   Even track roads on ranch land can be open as an
easement to public lands or somethings even the ranch land is a type of
public land where access is granted for public and grazing to coexist.
