Not every road is surface=asphalt. It would be nice if we could say 
"everything within this closed way should have these tags by default". 
Some streets are cobbles, some streets are surface=potholes, and there 
are some dirt roads in the depths of Brooklyn. Those should override the 
default of asphalt if they exist.
