I assume that if you look at aerial imagery, you will usually at best be
able to distinguish paved and unpaved, but not chipseal from Portland
from asphalt.
So maybe it would make sense to develop recommendations along those
lines: If you're mapping from imagery, never use detailed surface types,
just tag whether it looks paved or not. If you are mapping by survey,
then you can use detailed tagging - and here it might be helpful to have
something like a decision tree for a non-road-engineer mapper, help them
pick the right tag for what they see before them...
