The default map editor (id) gives several background options for editing in the Commonwealth of Virginia.  These options include:

Virginia Imagery Service - Most Recent (under backgrounds)
Virginia Building Footprints (under overlays)
Virginia Property Lines (under overlays)

For the past several months, none of these options display properly.  Even in previous years, when they displayed, they often did so slowly or intermittently, especially when changing zoom levels.

I think that the disappearance of this background and these overlays resulted from changes in layer names at the Virginia Geographic Information Network.  I cannot change the id editor to repair this apparent problem, nor do I know the proper changes to induce these layers to load speedily or even to load at all.
