 From what I've seen looking at all 67 counties in FL comparing OSM and 
Tiger with street centerlines from local governments, tiger mirrors 
pretty closely the local government data provided to the Census Bureau. 
If high quality streets from the local government / county is available, 
its decent to high quality in tiger. Usually preferable to ignore tiger 
if good local govmt data is available. Even better if site address point 
data and/or parcels with site addresses is available.
