[Talk-us] Washington, DC parks - boundary=national_park or not?

Notes on how the tags are used in various places only serve to further 
confuse anyone who comes to the wiki to find clarity. They can be 
useful, but I suggest they reside in a special section and be more 
prescriptive. Let me give that a try and see what people think:
