AFAIK highway=* is at least supposed to be description of road
function/importance - so generally should not change between
settlements on every change in road quality

(with possible exception for cases where only part of road are
of highway=motorway quality)

Note that there are lanes=*, surface=*, shoulder=* etc allowing
to describe exact physical characteristics already.

This tag are typically deliberately not used in rendering of national/global
road networks and it is fully intentional.
