Why do you keep bringing up "ground truth" on a discussion about road importance.
If anything doesn't reflect ground truth, it's a road going back and forth between secondary and trunk on a rural stretch of Oklahoma state highway merely because the state decided to divide a couple sections of it. This is absurd. A road should not change importance like this.

I'd say wholly grade separated, controlled access and dual carriageway
with no at-grade intersections including at the ends. Downgrade to
link or some other classification at the last controlled interchange.

That's what we have highway=primary for.
