There's going to be exceptions and those can be handled as they happen, otherwise if you try to cover every exception you'll never get anything done.

The only real rule I think there should be is that roads should remain whatever they're classified as until they meet a route of greater or equal importance. Everything else here is just something to help people decide on classification if they're fixing a large network and unsure what each road should be.

What's not really fine are these users obsessed with making every cloverleaf without cross traffic a motorway. That was the main reason I brought it up.

Also for trunks be aware, this is meant for the bigger picture (state wide long distance connections, very large cities are obviously going to have their own way of doing things).

What about urban expressways? They fill local gaps but not between large
cities. Sometimes they aren't even county roads. (Often they're symptoms
of old shortsighted urban planning decisions, but that's a topic for
another day...) At least NHS generally classifies them as Other
Principal Arterials.
