Problem is, Oklahoma builds things aspirationally, sometimes things
get built because industry needs it for a relatively short section.
33 does this in a couple places near Cushing where oilfield traffic is
high and a smaller road would get congested, but past that, there's
not a huge level of traffic or demand for a larger road.  The same
road is awesome for a few miles and then turns into a minor highway
because industry or residences don't need something bigger farther
out.  We're a very strangely settled state.

Major state highways get upgraded to trunks by the state pretty
consistently.  The minor ones tend to stay minor.

It would probably look a bit better if you changed the secondary segments to primary. After all, if it's a "major state highway" as you say it is, it should definitely be tagged as primary. A minor, less important state highway can be secondary but this seems like it ought to be at least primary given that there's some sections that are expressway.
