I'd say WA 9 in Snohomish on the grade separated portions would be an
expressway but where it's single carriageway and has intersections?
Not an expressway.  Major arterial but not quite a super-two.

Super 2 expressways are a thing though most places (like, say, Kansas)
commit to it completely if they're going to put in a super 2 and not
halfass it by only doing small parts of it.  The whole point of a
super 2 is that it's half the cost of a freeway.
