Maybe dual_carriageway=yes|no isn't needed and the combination of
access_control=full|partial
+ oneway=yes would be sufficient to identify the same things that
dual_carriageway=yes|no would be applied to. In contrast, access_control=none
+ oneway=yes may just be a one-way city street.
