Ah, I thought you were suggesting literally adopting a numeric scheme 
akin to admin_level=*, which mostly skips every other number, leaving 
room for the occasional regional anomaly. If the keywords mapped to 
2/4/6/8/etc., then some region with an unusual type of road could stick 
it in 3 or 5.

For example, the county-branded expressway system in Santa Clara County, 
California, makes a lot of sense to distinguish from both freeways and 
other arterial roads. (Google Maps basically makes this distinction, for 
example.)

But if you were only suggesting a less literal interpretation of the 
keywords, then sorry for the distraction. :-)
